Opel Ampera popular in ye old country, likely to meet sales goals unlike Volt
To say that Chevy's Volt hasn't had the smoothest inaugural year would be an understatement, but over on the other side of the pond, things couldn't be going more swimmingly for its badge-engineered cousin, the Opel Ampera. Sales are reportedly brisk with over 7,000 Europeans preordering the electrified hatchback, prompting the company to push its 2012 sales target from 8,000 to 10,000 units -- matching the figure Chevy had initially set, and then missed for its variant here in the US of A. That got us thinking, are Europeans the electrified forward-thinking mavericks we think they are? Or have they simply fallen prey to the Ampera's far better looks? Decide in the comments below.

Big Brother? Homes, cities to watch, interact with you

Our homes and cities may soon be filled with sensors and tiny, energy-sipping computers that watch our every move in order, we hope, to enrich our lives and lower our impact on the environment, according to researchers working in the field of ?ambient intelligence.?

While there?s a creepy Big Brother element to our houses and cities watching, learning, and interacting with our every move, the smart homes and cities of the future are really just the next frontier in our already sensor-rich and hyper-connected world.

Such technology will eliminate the programming steps needed, for example, to make our thermostats adjust depending on time of day or lighting systems that turn off lamps when nobody is in the room. The intelligent devices will just do it seamlessly by learning our patterns and preferences.

The heart of the technology is the ability to computers ?reason through? all of the data collected by our gadgets so that we can ?use them in an intelligent way,? Diane Cook, a professor of electrical engineering and computer science at Washington State University, told me today.

Smart thermostats and home lighting systems are obvious applications that already exist in half-baked forms such as the Nest learning thermostat and various emerging smart grid technologies. Future iterations of ambient intelligence could also have a big impact on elder care, Cook notes.?

?For segments of the population, this technology would allow them to stay at home for a couple of years longer than they could otherwise by providing continuous updated information to loved ones and caregivers about the wellbeing of their loved ones,? she said.

For example, the smart home can turn off a stove that a parent with early-stage dementia forgot about ? and send a text message to a child or caregiver that the mental lapse occurred. It could also sound alerts to remind aging parents to take medications or call 911 if they fall down in the shower.

?If there hasn?t been the normal amount of motion in the house today, that would be another good reason to contact a family member,? Cook noted.

This use of the technology could save states about $9.4 million a day in health care costs, she notes in the video below where she describes some of her research. Cook goes into more detail on the work in an article published in Friday?s issue of the journal Science.

One challenge, she told me, is to get older people to embrace ambient intelligent technology. In ongoing trials at an apartment complex is Seattle, for example, adults with cognitive health issues tend to resist any type of change in their environment.

?It is the caregivers, the children, and the spouses who say, ?Please, bring it on, we need some help,?? she said. ?And so the individuals who need it most might be reluctant but for those for whom we are providing the service because it is them who do it otherwise, they are highly embracing it.?

That?s partly because generations X, Y and digital natives are already accustomed to security cameras watching our every move and technology that keeps in constant contact with our friends and colleagues. We expect and want our technology to get even smarter.

Older folks, Cook noted, are more concerned about their privacy and the security of their data. One technique that seems to help them embrace ambient intelligence, she said, is to show them how the technology works.

?Humans don?t see it, we don?t analyze it, and that allows them to be more comfortable with it,? she said.

It is not just our homes that are getting smarter. Our cities, too, are beginning to embrace the technology, write Michael O?Grady?and Gregory O?Hare? at University College Dublin, in a related article in Science.

For example, not too far in the future, on a visit to a museum our smartphone may be able to detect what exhibits we visit and suggest other things to check out based on our preferences similar to the way Amazon.com learns our reading habits to suggest books we might enjoy.

Another technology called the Dust-Bot, the Irish researchers note, could soon have robots sweeping the streets without any human interaction. But such a technology, they note, is currently cost-prohibitive. It is still cheaper to pay a flesh-and-bone human minimum wage to do the thankless chore.

Ultimately, getting to the smart, connected city will require standardization of technology so that devices can all talk to each other and energy harvesting techniques that will let these gadgets run all the time without constantly needing new batteries or sucking more and more energy from the grid.

But such a future, the ambient intelligence researchers argue, is not to be feared akin to an Orwellian Big Brother. ?Ultimately, ambient intelligence is about people and improving their quality of life,? the Irish researchers write.

THE NEW BOSS

?

A large company, feeling it was time for a shakeup, hired a new CEO. The new boss was determined to rid the company of all slackers. On?a tour of the facilities, the CEO noticed a guy leaning on a wall. The?room was full of workers and he wanted to let them know that he meant business.

He walked up to the guy leaning against the wall and asked, ?How much money do you make a week??

?

A little surprised, the young man looked at him and replied, ?I?make $400 a week. Why??

The CEO then handed the guy $1,600 in cash and screamed, ?Here?s four weeks? pay, now GET OUT and don?t come back.?

A VISIT TO THE FORTUNE TELLER

During a recent publicity outing, Jennifer sneaked off to visit a fortune teller of some local repute. In a dark and hazy room, peering into a crystal ball, the mystic delivered grave news.

?There?s no easy way to say this, so I?ll just be blunt: Prepare yourself to be a widow. Your husband will die a violent and horrible death this year.?

?

Visibly shaken, Jennifer stared at the woman?s lined face, then at the single flickering candle, then down at her hands. She took a few deep breaths to compose herself. She simply had to know.

?

She met the fortune teller?s gaze, steadied her voice, and asked her question.

?

?Will I be acquitted?

?

?

THREE MISCHIEVOUS GRANDMAS

Three old mischievous Grandmas were sitting on a bench outside a nursing home. About then an old Grandpa walked by, and one of the old Grandma?s yelled out saying, ?We bet we can tell exactly how old you are.?

Why the video game console market will crash. | PlayStation ...

I firmly believe the home console video game market is going to crash hard and it's going to take place with the next gen consoles (PS 4 and XBOX 720). Outside of the COD franchise, most other franchises are struggling, devs are seeing profit losses, studios are closing. The gaming industry as a whole has been seeing sharp declines in profits. The suits and ties who don't understand gamers seem to think it's the economy and used games sales killing them and are getting ready to put harsh restrictions in place on the next gen consoles to combat that but it'll just be further alienating gamers without fixing the real problem. Here's the outline on why the console market will inevitably crash and Sony as well as microsoft have no chance to stop it from happening.

1) Arrogance- As Sony and Microsoft have grown into console giants, there has been a massive decline in them listening to their consumers feedback. They feel they know what the consumer want more then the consumers themselves. Instead of the consumer preferences dictating what the market is, Sony and Microsoft are trying to force their vision for the market on the consumers. "No, you don't want contollers anymore you want motion controls, thats what the market is now cause we say so", "No, you don't want hardcore games anymore, you want casual games that are more accessible and easy with lots of trophies and unlockables to keep you interested".

2) Casual Gaming- As popularity rises in app games and social site games such as Zynga games, Sony and Microsoft strive to abandon their directions and try to emulate what those casual games do on consoles. They try to make everything simplistic and sell you a small base game and make you pay for additional content. This is going to be a big part of their undoing. The problem with trying to copy the marketing schemes of these casual social games is that console gaming is expensive. After you buy the system, controllers, headsets, etc. you then are paying 60 dollars for each game. Then they want you to buy bits and pieces of content for it. Instead of stealing some of that casual market they are pushing more people to those cheaper app and social site games. Why should I pay 60 dollars for a low content game and then have to buy add ons when I can play many social site games for free and make out much cheaper even if I do buy some add ons for those games? Trying to compete with those games while charging an arm and a leg for it in comparison is a failed business model. The console market pays a pretty penny to play their games and expect more hardcore complex games with plenty of content then those cheap casual social site games. Your not losing sales to the casual market, your losing sales cause you're not offering anything different then that these days and so people will stick with the cheaper market.

3) The Broader Audience- When a dev says they are changing a game for a broader audience it's a nice way of saying they are dumbing a game down in hopes those Zynga and app gamers will find it easy enough to play or chasing the market of some other successful game like the COD Modern Warfare series. What this has caused is for a lot of games to be "me too" games rather then being something unique. This marketing strategy just recently destroyed Zipper Interactive studios who started ignoring it's Socom fanbase in search of this broader audience that never came. Despite fans telling them why they were losing sales and their community, they insisted their sequels weren't for the fans but rather a broader audience and all but told the fans to get lost ignoring all requests and basically taking all the Socom right out of Socom. For three straight games they chased a broader audience, and the more the overhauls failed and saw massive sales drops, the more stubborn they became insisting they had to keep changing it for some other audience that wasn't coming. It culminated in their end when Socom 4 basically turned into a cheezy third person COD knock off and destroyed the last remaining bits of their reputation. Arrogance, denial, ignoring the fans. It was an inevitable recipe for disaster which they were to blind to see as they put all their eggs into the casual market basket. You can't keep disposing of your fanbase with each iteration and expecting a new one to take it's place. You have to focus on getting your fans to return first and then build on that gameplay with some enhancement and improvements to make your audience broader.

4) Release now patch it later- Many games that release these days are often broken, games that would have never made it out of Q&A in the PS 2 and XBOX days. Now releasing broken and incomplete products is the market standard and many gamers are getting tired of it. There are some games that release so broken that it can take some games as long as 6 to 8 months after release to get patched up enough to be reasonably playable. This also will contribute to people wanting to wait to buy games used. If you keep getting bit on the butt buying things at launch that are broken you'll tend to want to start waiting on games to see how they turn out, and if you hear it's a mess you might then wait till they release patches and its worth playing. By that time the game can be found cheap at gamestop. So in many ways these devs and publishers contribute to the used games seeming like the better option. If you take that away next gen and force people to either buy broken launch games or nothing, many may just opt for nothing.

5) Hardcore games and features need to make a comeback- Developers these days cringe at the thought of having to make a game that doesn't have health regen, perks, unlockables, etc. They all want to repackage the same exact kind of game everyone else is doing and throw it on the shelf with a new name stamped on it. Where's the variety? While it's ok to have a game like COD for that market, you can't make all the games like COD and expect them all to succeed. You have to provide people with options that can't be found in COD. If it's just a COD knockoff people are going to want to just stick with COD. If it offers a completely different experience that can't be had in COD they might give it a look. Too many shooters baby the gamers, they'll have health regen and health packs to revive on top of that. It's a shooter game, it's ok to let people die when they do something stupid and get shot for it. Then instead of focusing on playing as a team and enjoying the game, they never get to appreciate the game for what it is cause they are more concerned with objectives to unlock stuff instead of objectives needed to win the match. It winds up being a hollow experience that becomes obvious when all the weapons are unlocked and gamers lose incentive to play. There's nothing wrong with having the entire arsenal of weapons available on day 1. Let people learn to appreciate playing as a team and communicating instead of lone wolfing with no real goal in mind. Games like COD and BF can co-exist with games more like the classic hardcore Socom games or the early Rainbow Six games. Trying to make games both for the hardcore and casual market in one game doesn't work. When you try to please everyone you often wind up pleasing no one. Stop copying and offer unique and different experiences so that each kind of gamer has something that offers a fully satsifying gaming experience, both casual and hardcore gamers alike.

6) Disappearance of Backwards Compatibility- One of the big draws to buying new consoles was being able to have an "all in one" unit to clear clutter in your entertainment center. Sony has decided that they can make money by forcing you to pay for games you already have if you want to continue to play them on the new console. By not having BC they think they can make you pay for the same games again. What they don't realize is most people aren't buying the games they already own. They are buying games they either sold, or maybe classics they had heard about that were great but never wound up getting them. Most people who still own old games still own the systems for them so they won't repay for a simple port. Allowing people to play the games they still have while still allowing them to buy old classics they don't have could work just fine together and allow people to keep a neat entertainment system with one console. Sony is worried if you can play your old games on it maybe you won't have as much incentive to go buy the new games for it, but that comes down to their own fault. Stop making redundant "me too" casual games and go back to the kind of variety the PS 2 and XBOX era offered us. If people are playing a lot of old games its because they think your new games and casual direction sucks.

7) Suits and Ties- Most of the people calling the shots in these companies aren't gamers. They don't understand gamers. They are completely out of touch with gamers. They make their decisions based on graphs and pie charts instead of voices and feedback from consumers. When they see that one game is successful they look at their chart and say "Ok well since this game sells well we need to add features A,B,C and D to our next sequel and according to this chart it will be a success just like that game. No consideration if those features even fit into their game, change is made for the sake of change rather then for the better. No consideration is put into the fact that their fanbase has vastly different tastes then the fanbase of that other game. It's just done because the chart said it will sell that way. So then their fanbase gets upset and leaves and the fans of that other game don't come cause they don't want a cheap knockoff of the game they love, they'll stick to the real thing. That's why the most recent batch of shooters outside of BF and COD sold some of their worst numbers ever cause they tried like hell to add as many features of the big two as they could and alienated their fanbases.

Unless these companies go back to their roots, go back to delivering solid and complete games that have hardcore elements the console market is going to dig its own grave. Stop trying to focus on making consoles like low quality PCs just so you can say "it does everything". Console gamers are people who were serious about gaming and didn't give a crap about all the side stuff otherwise they could have just stuck to PC gaming. Console gamers who don't play app games or PC games spend hundreds of dollars for a system primarily to play games. When they pay 60 dollars for a game they expect some intense and challenging gameplay. Not just some cheap gimmick game you half pay attention to while posting facebook updates. Start trying to please console gamers again and stop trying to make console games into something they are not if you want to bring console games back. Of course I know they won't cause again the suit and ties don't get any of this. They keep looking at charts telling them games need to be accessible, easy, casual cause thats what facebook games are and thats what gamers like. But those are not console gamers, they aren't the ones spending hundreds of dollars on a system just to play games. They play those games cause many are free to play and just a time killer while they wait for their friends to reply to their status updates, tweets, etc. Focus on the real console market stop trying to get the people who won't pay big bucks to game cause while you're sitting there watching them and waiting for them to come, you console gamers are starting to hang up their controllers and move on.

AVG Launches "Do Not Track" Feature | SecurityWeek.Com

AVG Technologies, the recently gone public provider of Internet security and utility software, this week launched a feature designed to help provide customers with increased privacy during their online activities.

AVG LogoGenerically called the ?Do Not Track? feature, the new option helps users gain increased privacy by being informed of what tracking activity appears to be taking place, and gives them the choice to block tracking elements directly, piece by piece.

Collecting data from users and Web browsers is common and very important to many online businesses, especially eCommerce operators and businesses supported by online advertising. Some reports have shown that online security and privacy fears have had a fairly significant negative effect on online marketing performance.

While basic tracking is not a bad thing by nature, some sites share user data with third parties, a practice that has sparked concern by consumers and policy makers. For example, some forms of tracking allow advertisers to follow users around the Internet and deliver targeted advertising across multiple websites in ways consumers are unaware. Take, for example, the recent Google privacy debacle when the search giant was circumventing Apple?s privacy settings in Safari Web browsers.

AVG "Do Not Track" ControlsSo how does AVG Do Not Track work?

In March 2012, the Obama administration unveiled a consumer-privacy strategy aimed at helping protect users online. The core of the strategy is a "privacy bill of rights? designed to create a standard on how consumers can expect their data to be handled while using various online services.

?The reason AVG launched ?Do Not Track? is that we believe consumers have a right to worry-free protection and control over their own online privacy,? said Siobhan MacDermott, AVG?s Chief Policy Officer.

Additionally, a passive ?Do Not Track? was introduced by the World Wide Web Consortium (W3C) that relies on users? voluntary adherence to this feature notification. This W3C Service Pack adds passive Do Not Track and is on by default.

Because compliance is voluntary, AVG says, it doesn?t give the consumer real control over data collection.

?We believe all Internet users are entitled to know how their online data is collected and used---and they should have possible solutions available,? said JR Smith, CEO of AVG Technologies.

The Do Not Track feature is available in AVG?s free and premium (paid) AVG 2012 product suites.

Gaming Community Launches Viral Charity Stunt In Response to ...

Student loan debt: U.S. sends debt collectors after ... - Financial Post

The debt collector on the other end of the phone gave Oswaldo Campos an ultimatum:

Pay US$219 a month toward his more than US$20,000 in defaulted student loans, or Pioneer Credit Recovery, a contractor with the U.S. Education Department, would confiscate his pay. Campos, disabled from liver disease, makes about $20,000 a year.

?We?re not playing here,? Campos recalled the collector telling him in December. ?You?re dealing with the federal government. You have no other options.?

Campos agreed to have the money deducted each month from his bank account, even though federal student-loan rules would let him pay less and become eligible for a plan ? approved by Congress and touted by President Barack Obama ? requiring him to lay out about US$50 a month. To satisfy Pioneer, Campos borrowed from friends, cut meat from his diet and stopped buying gas to drive his 82-year-old mother to doctor?s visits for her Parkinson?s Disease.

With US$67-billion of student loans in default, the Education Department is turning to an army of private debt-collection companies to put the squeeze on borrowers. Working on commissions that totalled about $1-billion last year, these government contractors face growing complaints that they are violating federal laws by insisting on stiff payments, even when borrowers? incomes make them eligible for leniency.

?Boiler Room?

Education Department contracts ? featuring commissions of as much as 20% of recoveries ? encourage collectors to insist on high payments. Former debt collectors said they worked in a ?boiler-room? environment, where they could earn bonuses of thousands of dollars a month, restaurant gift cards and even trips to foreign resorts if they collected enough from borrowers.

In failing health, after contracting hepatitis from a blood transfusion, Campos pleaded with Pioneer, owned by SLM Corp., the nation?s largest student-loan company better known as Sallie Mae. He left a $40,000-a-year job at the Massachusetts health department when he got too sick to work and waited for a liver transplant. The 52-year-old former busboy, a naturalized U.S. citizen from El Salvador, earned bachelor?s and master?s degrees in the 1990s from Cambridge College in Massachusetts.

?I know I owe this money and I want to pay it back ? I just can?t,? Campos said, his eyes filled with tears, during an interview at the Boston social-services agency where he works six hours a week leading court-ordered classes for drunk drivers.

181,000 Complaints

Debt collectors are the subject of more complaints to the Federal Trade Commission than any other industry ? almost 181,000 last year. Within the past 17 months, three companies working for the Education Department ? including one that is majority owned by JPMorgan Chase & Co.?s private-equity arm ? settled federal or state allegations of abusive debt collections. The companies didn?t acknowledge wrongdoing, and Chase declined to comment. The Education Department said the government investigations didn?t involve the companies? work for the agency.

The U.S. Consumer Financial Protection Bureau, created in 2010 in the wake of the credit crisis, has proposed supervising the largest debt collectors to ensure they are complying with laws such as the Fair Debt Collection Practices Act. About 5 million federal education-loan borrowers are in default, generally meaning they have failed to make payments for 270 days or more.

?With student-loan defaults rising, we want to make sure borrowers clearly understand their loan-repayment options and debt collectors are following the law,? Rohit Chopra, the agency?s student-loan ombudsman, said in an email.

?Reasonable and Affordable?

Federal-aid law requires collectors to offer ?reasonable and affordable? payments, so debtors can ?rehabilitate? their loans, repairing their credit and making good on what they owe taxpayers.

The law mandates no minimum payment for a borrower to enter a rehabilitation program, and collection companies may take borrowers? finances into account. The fair debt act forbids collectors from making ?any false, deceptive or misleading representation.?

Insisting that cash-strapped borrowers make minimum payments and then failing to disclose lower-cost options violates both federal-aid and fair debt-collection laws, according to Deanne Loonin, an attorney with the Boston-based National Consumer Law Center.

Debt collectors said they follow federal laws and use all available tools to recover money for taxpayers. The companies are helping to make sure that future college students have access to financial aid, said Mark Schiffman, spokesman for ACA International, a Minneapolis-based industry trade association.

US$1-Billion Commissions

Debt-collection companies helped the Education Department recover US$11.3-billion in defaulted loans during the year ended Sept. 30. The agency projects it will collect 85 cents on every dollar that defaults, factoring in collection costs and the time-value of money.

The debt collectors made out well, too. Based on a review of government contracts and Education Department data, the private companies ? working directly for the government and through state agencies ? received commissions of about US$1-billion in the year through September.

Sallie Mae and the Education Department declined to answer questions about Campos?s comments. The company cited privacy rules and the terms of its government contracts. Newark, Delaware-based Sallie Mae said it works with borrowers in financial difficulty and offers lower payments when appropriate.

?We have helped thousands of student-loan customers in default get back on track to fulfill their obligations, giving consumers the opportunity to improve their credit and providing cost savings for the American taxpayer,? Patricia Nash Christel, a Sallie Mae spokeswoman, said in an email.

New Rules?

The Education Department this week will hold meetings with industry, government and consumer representatives to consider requiring that debt collectors automatically offer payments based on income to defaulted borrowers who qualify. If approved, the rules could take effect in July 2013.

?We want to make sure we are striking the right balance between helping borrowers who have hit hard times and honoring our responsibility to be good stewards of taxpayer dollars,? Justin Hamilton, an Education Department spokesman, said in a phone interview.

To protect customers, the department randomly monitors tape recordings of student-loan debt-collection calls, Hamilton said. The department is also considering changing the commission structure in its debt-collection contracts, he said.

The agency encourages students to file reports if they feel mistreated, Hamilton said. In the year ended in September, the department received 1,406 complaints against the debt collectors it hires, up 41% from the year before.

Collectors? Power

Under U.S. law, student loans can rarely be discharged, even in bankruptcy, making them more difficult to shake than credit cards or past-due mortgages. The government can also confiscate tax refunds and Social Security payments, as well as paychecks.

?Student-loan debt collectors have power that would make a mobster envious,? Harvard Law Professor Elizabeth Warren, who helped establish the Consumer Financial Protection Bureau and is now running for a U.S. Senate seat from Massachusetts, said in 2005.

Under Education Department contracts, collection companies ?rehabilitate? a defaulted loan by getting a borrower to make nine payments in 10 months. If they succeed, they reap a jackpot: a commission equal to as much as 16% of the entire loan amount, or US$3,200 on a US$20,000 loan.

Incentive Pressure

These companies receive that fee only if borrowers make a minimum payment of 0.75% to 1.25% of the loan each month, depending on its size. For example, a US$20,000 loan would require payments of about US$200 a month. If the payment falls below that figure, the collector receives an administrative fee of US$150.

That differential provides an incentive for collectors to insist on the minimum payment and fail to reveal when borrowers are eligible for a more affordable schedule, according to Loonin, the attorney at the National Consumer Law Center, which is representing borrowers in the Washington talks with the Education Department

Customers benefit from successfully rehabilitating a loan, because they repair their credit, and the government removes thousands of dollars in fees and collection costs, the Education Department and Sallie Mae said. Taxpayers, rather than borrowers, pay the rehabilitation commission, according to the agency. Students who immediately sign up for income-based plans, through a program called consolidation, don?t get those benefits, Sallie Mae and the Education Department said.

Automatic Dialers

Debt collectors are under pressure to extract as much money as they can up front, or lose their jobs, said J.C. Cournan, who worked for Pioneer Credit Recovery from 2004 through 2007.

Collectors, then paid about minimum wage, could earn thousands of dollars a month in bonuses, based on the money that borrowers repaid, said Cournan, who took the upstate New York job out of high school. Pioneer set monthly goals for wage garnishments and loan rehabilitations, he said.

Using automatic dialers to track down borrowers, Cournan would figure out where they worked, then contact their employers. He would tell borrowers that he was going to seize part of their wages if they didn?t make the payments. Using a company loan calculator, Cournan would insist on the minimum payment, he said.

?When wou?re making 8 bucks an hour, it?s all about the bonuses. You?re starving,? said Cournan, 26, now an auto mechanic.

Gift Cards, TVs

Pioneer maintained a ?boiler room? environment, with high turnover among those who didn?t perform, said Joshua Kehoe, a former collector. Kehoe worked in Batavia, New York, from July 2006 through October 2008 after managing a pizza stand at a theme park.

Pioneer rewarded collectors with US$100 restaurant gift cards, a US$500 mahogany jewelry box, televisions and a trip to the Dominican Republic, according to Kehoe, who said he earned US$9.60 an hour before the incentives.

It would be ?a cold day in Hades? before collectors would tell borrowers about options with lower payments, according to Kehoe, who said ?rehab cash was king.? The company pushed collectors to sign borrowers up for the rehabilitation plans, which often required payments equal to 1.25% of their loan amount monthly, he said.

Heavy Heart

?It was hard on my mind ? it was hard on my heart,? said Kehoe, 25, who now works as a welder in Akron, New York. ?There was the guy with one leg or the single mom with five children.?

Under pressure to meet collection goals, Kehoe falsified documents for verifying the employment of borrowers who were subject to wage garnishment, he said. Pioneer discovered the violation and dismissed him, Kehoe said.

Sallie Mae declined to discuss the former employees? comments. The company uses a mix of hourly pay ?substantially above minimum wage? and performance-based incentives, said Sallie Mae?s Christel.

Like other debt collectors, ?we design a compensation system that pays for good performance,? Christel said. ?We take compliance seriously and design our policies and practices to meet all applicable fair debt collections laws and federal government service contract requirements.?

The Internal Revenue Service in 2009 stopped using private debt collectors, saying its own employees were more cost effective and flexible for taxpayers facing economic hardship.

?IRS Was Better?

The IRS let Campos, the Boston student-loan debtor, set up a payment plan he could afford when he fell behind on his taxes, he said.

?The IRS was better,? Campos said. ?They bent over backwards to help you.?

The Education Department will ?definitely want to take a look? at IRS collections to see ?what their experience has been,? Hamilton, the Education Department spokesman, said.

Twenty-three collection companies work directly for the Education Department. Most of the same outfits have contracts with state guarantee agencies that also chase student-loan borrowers on the government?s behalf.

In the past 17 months, three companies have run afoul of federal and state investigators, though the Education Department said their inquiries didn?t involve their government student- loan business.

Wrong Numbers

During this period, Minneapolis-based Allied Interstate Inc. and Atlanta-based West Asset Management Inc. paid US$1.75-million and US$2.8-million, respectively, to settle lawsuits alleging abusive debt collection filed by the Federal Trade Commission. The companies admitted no wrongdoing. In February, to resolve an investigation by 19 state attorneys general, NCO Group, majority-owned by JPMorgan Chase, agreed to pay US$575,000 and provide up to US$50,000 per state for consumers who can show wrongful collections. The companies admitted no wrongdoing.

Allied has taken steps to correct mistakes ? primarily repeated phone calls to wrong numbers ? and complaints have fallen, Robert Burke, vice president for marketing of iQor Inc., the company?s parent, said in an email.

West disagreed with the FTC?s findings, Deputy General Counsel Greg Hogenmiller said in an email. Consumers haven?t made claims to NCO since the attorneys general settlement, and no wrongdoing was found, Ronald Rittenmeyer, chief executive officer of Horsham, Pennsylvania-based NCO, said in an email.

Defaults Surge

The collection business is booming as defaults more than doubled since 2003, along with outstanding federal student loans, which totaled US$848-billion as of Sept. 30, surpassing credit-card debt.

The U.S. loan program was born in 1965 as a ?Great Society? initiative for lower-income students under President Lyndon Johnson. Today, with tuition soaring, two-thirds of college seniors graduate with loans, which average US$25,000, according to the Institute for College Access & Success, an Oakland, California, nonprofit education and advocacy group.

Chris Van Dellen, CEO of Collection Technology in Monterey Park, California, referred questions about Noland?s comments to the Education Department, which declined to discuss her case.

In October, Noland and her husband filed for bankruptcy. Last year, she qualified for the Education Department?s income-based plan. Her monthly student-loan payment: zero.

Last week, five dealers around the country agreed to settle complaints brought by the Federal Trade Commission that they did not ?pay off? trade-in vehicles with negative equity as promised in their advertisements.?

?The dealers actually rolled the amount of the negative equity into the loan package for the new vehicle,? says FTC attorney Malini Mithal. ?So you were ultimately responsible for paying off your trade, not the dealer.?
