New Zealand said it was considering making cyber-bullying a criminal offence, amid concerns that existing laws offer inadequate protection from online harassment.
A Law Commission report on Wednesday said adolescents were particularly vulnerable to cyber-bullying, which could lead to depression, self-harm and suicide among victims. The report?s author, legal academic John Burrows, said existing laws had failed to keep pace with developments in social media and police were dealing with increasing numbers of complaints about online threats and harassment. ?Communication is different now because it can go viral very quickly and spread to a very wide audience and other people can join in,? he told Radio New Zealand. ?In the school playground it?s much less likely to spread widely.? Research commissioned for the report found 10 percent of New Zealanders had experienced issues such as cyber-bullying and invasion of privacy online, rising to 22 percent among 18-29 year olds. Burrows recommended the creation of a new crime specifically aimed at cyber-bullying, making it illegal to post grossly offensive, obscene or threatening content that was aimed at causing emotional harm. The proposed offence would carry a maximum penalty of three months in prison. He said Britain had introduced a similar offence, which resulted in a four month jail term last year for a man who posted abusive content on a Facebook memorial page for a teenage girl who committed suicide.
?The mere fact that it?s an offence enables the police to have a bit of teeth when they say: ?Look, if that happens again we will take you to court and prosecute you?,? Burrows said. He also called for establishment of a specialised online communications tribunal, with the power to issue ?takedown notices? ordering the immediate removal of offensive content. Justice Minister Judith Collins welcomed the 160-page report and said the government would consider its recommendations as a priority. ?It?s time to send a clear message to cyber-bullies, your behaviour is not acceptable,? she said in a statement.

Telecommunications companies have been releasing their earnings reports for the latest quarter. Here is a summary of reports for selected telecommunications companies and what they reveal about their own and the industry's prospects.
? July 19: Verizon Communications Inc. says its wireless unit gained a net 1.2 million subscribers ? a strong result in an industry where subscriber gains have tapered off now that nearly everyone has a cellphone. Of the new subscribers, 888,000 were on contract-based plans, which are the most lucrative. Verizon Wireless has 94.2 million retail subscribers. The profit margin at Verizon Wireless was the highest ever, as average monthly fees for contract-signing subscribers rose 3.7 percent to $56.13. Verizon is benefiting from the growing popularity of smartphones, which come with data fees.
? July 24: AT&T Inc. says it saw declining smartphone sales, leading to the best profitability ever in its wireless arm as it saved on phone subsidies. It activated 5.1 million smartphones in its latest quarter, down from 5.5 million a year ago. Much of the decline came because AT&T subscribers are holding on to their phones longer. AT&T added a net 320,000 subscribers on contract-based plans in the quarter. However, more than half of the new subscribers were tablet users, who pay less than smartphone users.
? July 26: Sprint Nextel Corp. reports it was successful in persuading smartphone subscribers to pay up for "unlimited data" service, and its service revenue zoomed, beating estimates. Sprint activated 1.5 million iPhones in the quarter, the same number as in the first quarter. By contrast, AT&T and Verizon saw a drop in iPhone activations as the excitement around the latest model, the iPhone 4S, cooled. Sprint is the only one of the four national wireless carriers that still offers unlimited data service, though it offers relatively slow data speeds.
MetroPCS Communications Inc., a provider of contract-free service, says it lost about 186,000 subscribers to end the quarter at 9.3 million.
? July 31: Frontier Communications Corp. ended the quarter with 3.1 million residential lines, down about 67,000 from the previous quarter.
? Aug. 1: Comcast Corp. says it added 158,000 phone customers to end the quarter with 9.7 million.
? Aug. 2: Time Warner Cable Inc. says it added 45,000 residential phone customers to end with 5 million.
? Aug. 3: U.S. Cellular Corp., a unit of Telephone Data and Systems Inc., lost a record 48,000 subscribers from contract-based plans in the quarter. That was partly offset by a gain of 20,000 contract-free customers. The company ended the quarter with 5.8 million customers, making it the seventh-largest cellphone company in the country.
? Aug. 6: Leap Wireless International Inc., the nation's sixth-largest cellphone carrier and operator of the Cricket brand, says it lost 289,000 customers during the quarter to end with 5.9 million.
? Aug. 8: CenturyLink Inc. says it had 14.1 million access lines, a loss of 234,000 during the quarter.
? Aug. 9: T-Mobile USA, a unit of Deutsche Telekom AG, says it lost a net 205,000 subscribers in the second quarter, a record for the period. Among phone subscribers under contract, it lost 557,000 subscribers, also the highest number of the second quarter.

In a world where teenagers are the stars and films are green-lit based on the number of explosions, it behooves us adults to put our cinematic money where our mouths are and support films with actors who stand for the older members of the audience ? especially when these actors represent the very height of thespian prowess.
Hope Springs is about a couple, played by Meryl Streep and Tommy Lee Jones, who have been married for 31 years. They venture (at the behest of Streep's character) to Maine to attend a? week of intensive marriage counseling to try to bring back the intimacy missing in their relationship. ?
Make no mistake.?This is a movie that has the single worst marketing campaign of the year to date.?Hope Springs is less Woody Allen and more Ingmar Bergman.?It has its funny moments, most of which are summarized in the preview.?It is, at heart, the dissection and examination of an inert marriage headed toward disaster, and the story of it finding or giving up its footing once and for all.
If fans of Streep and Jones are made aware of this before venturing into the theater, they are less likely to find themselves stumbling about inside the black hole that is a long-lived uncommunicative marriage, and more likely to see the experience as an insightful, pointed and poignant take on what many couples face at some point in the long span of their years together.?
It isn't a comedy.?It is a journey, beautifully acted by both, of two very lonely individuals who are suffering and struggling to find joy again, whether together or alone.
It is, be warned,?largely an excruciating exercise.?Some audiences may find it more amusing than others, but we (that is, Cinema Siren and Siren Spouse) were doing the Siren Squirm. ??
Further, the musical soundtrack suggests no audience members over 50 have bought a CD in the last 20 years.?Note to the music supervisors: A little creativity and exposure to new artists might not have gone amiss.?We can take it?
Obviously, it is the lead actors for which we all show up to these two hours of therapy by proxy.?Is it worth it??The script could and should have been more in keeping with the quality of the actors present.?It is certainly a good first feature effort by TV writer Vanessa Taylor, but she missed several opportunities for catharsis and revelations relating to character motivation. ??
Streep and Jones are two of the best actors onscreen of any generation, so they make up for the lack of verbal depth with their own skills, and make up for it they do, in spades. They are both so impressive to watch, they make the trip to the theater worth it, even with the many holes in the script. ?
As long as those interested in seeing the film are made aware that it is a far more serious film that is sometimes quite difficult to watch, they will ultimately be rewarded by two great performances. ?
The level of nuance, insight and realism offered by the actors is hard to come by in film.?Support the talent putting everything they have onscreen by heading out to see them.?If knowing the script doesn't rise to meet them causes hesitation, wait for the video. But do support them.?They are the reason the young whippersnappers in Hollywood get a chance at real acting. ?
They continue, after all these years, to show them how it's done.?
